This new law, effective January 1, 2023, requires proof of workers’ compensation on file with the Contractors State License Board (CSLB) for C-20 heating, ventilation, air conditioning and C-8 concrete contractors. From this date, no license will be issued, reinstated, reactivated, or renewed in these ratings without proof of workers’ compensation insurance.

The letters received were unexpected, as previously a sole owner of an HVAC or concrete company with no employees had no requirements for workers’ compensation insurance. Workers’ Compensation Insurance insures a company’s employees in the event of an accident at work.

The letter also lists important deadlines as follows.

  • If CSLB license renewal is due between January 1, 2023 and June 30, 2023: CSLB will not renew license without proof of workers’ compensation.

  • If CSLB license renewal is due after June 30, 2023: Proof of workers compensation insurance must be submitted to CSLB by July 1, 2023.

  • Effective July 1, 2023, any contractor with a C-8 or C-20 who has not submitted proof of worker’s compensation will have that rating revoked.
