The statement continued,
“Although the New York Navy promised to do so, it did not provide the full and competent defense to which Ms. Heard was entitled, it did not pay the attorneys’ fees and costs it was required to pay for Ms. Heard’s defense, and it acted in other ways that adversely affected Ms. Heard and her defense.”
